Mass Transit Railway(MTR) - Electronic Mark-Plant Circulation (EMPC)

​The Electronic Mark Plant Circulation system (EMPC) is a computer system which is being used among Utilities Undertakers (UU) since 2002 to circulate the mark plant information, in an electronic way, prior to the application of road excavation permit. EMPC can be considered as an electronic replacement to the conventional workflow in preparing letter correspondence, replies, drawings and their dispatch by surface mail but in a much faster, automated yet legally admissible way. UtilityINFO Ltd was appointed by MTR to develop and implement EMPC on 24 December 2009 successfully. The system was initially funded and jointly developed by the Joint Utility Policy Group (JUPG) and under the coordination of Highways Department of the HKSAR Government.
